Muzaffarnagar – Log On E-Governance

Muzaffarnagar is located in the northern part of Uttar Pradesh is popularly known as The Sugar Bowl Of India. with a population of 4138605 (Provisional figures of 2011 census of undivided Muzaffarnagar) the district spreads over an area of 4049 square kilometers and has 4 tehsils, 9 blocks and 600 villages. The economy of the district is mainly based upon agriculture & sugar industries. Sugarcane is a major cash crop. Sugar and Jaggery (Hindi name: xqM ) production are important industries in the Muzaffarnagar district.  The area has a fertile section, called 'Doab' meaning "a place lying in the alluvium of two rivers"—the Ganges and the Yamuna.

In September 2011 new district SHAMLI was carved out of Muzaffarnagar district . Shamli and Kairana tehsil of Muzaffarnagar has formed the new district. 

Swami Kalyandev, (June 21, 1876 - July 14, 2004) Padma Bhushan awardee, established almost three hundred schools and medical facilities for the villagers and also renovated a Mahbaharta period religious place in Shukartal, which has thousands of years old Vat Vriksha (banyan tree) associated with times of Mahabharata and under which the historical event of Bhagwat Purana narration by Rishi Shukdev to grandson of Arjuna, the dying King Parikshit happened.

Mahendra Singh Tikait

Mahendra Singh Tikait (6 October 1935 – 15 May 2011) was a noted Indian leader of farmers from western UP. He was born in 1935 at village Sisauli in Muzaffarnagar District of Uttar Pradesh. 

'Kehkashan', a white bungalow with manicured lawns, rows of trees and iron grills located in the Company Bagh area of Muzaffarnagar  was once owned by Pakistan's first Prime Minister Liaquat Ali Khan.  Mr. Liaquat Ali  Khan's (Born and hail from Karnal) connection with Muzaffarnagar dates back to 1926, when he won the election here for the provisional legislative council by a huge margin with no opponent to challenge him.

Lok Sabha MP Munawar Hasan of Kairana has a unique distinction as elected representative. He has been elected to various legislative bodies six times - as MLA, MLC, Lok Sabha MP and Rajya Sabha MP - in a span of 14 years from 1991 - 2005. But he could not complete the full term of five years in any of these.

NIC Muzaffarnagar – A Tough Beginning

The NIC Muzaffarnagar Unit was formally set up in the year 1988 and the initial going was tough by any standards.  Ever Since the opening of this Center in 1988 many projects have been accomplished successfully. All these projects can be broadly divided into three categories. District Level projects which cater to the specific needs of the District Administration.  State Level projects, which tie up the district with the state framework of development, National Level Projects related to the monitoring of development and welfare projects running in the district with the financial help of central government.

Launch of Janwani & Jansuchna Software at Muzaffarnagar U.P

Shri. Subhash Chand Sharma, IAS, District Magistrate, Muzaffarnagar inaugurated the UPSWAN District NoC & launched two web based Services JANWANI & JANSUCHNA monitoring system developed by NIC-Muzaffarnagar  JANWANI has been developed for online monitoring of public grievances handed to District Magistrate daily by the people.

JANSUCHNA - has been developed for online monitoring & registration of applications received by District Administration under RIGHT TO INFORMATION ACT. It will replace presently running manual system. Applicant can check his application status using this web-based system.

Touch Screen Kiosk Inaugurated by District Magistrate

 

Shi Bhuvnesh Kumar, IAS inaugurated Bhulekh Touch Screen Kiosk installed at Sadar Tehsil for getting the current status of individual land record. This kiosk has been setup under scheme of UP Board of Revenue of setting up a Touch Screen Kiosk  in Sadar Tehsil of each district. This facility enables farmer to take advantage of this immense potential service by allowing them to check the updated status of their land holding at their fingertips. 

20 November 2010 - Mr Sachin Pilot, Min of State, Comm & IT inaugurated 5 Post Offices through NIC Video Link

Through NIC Video link Union Minister of State for Communication and Information Technology Sachin Pilot on 20th November 2010 dedicated 5 post offices under the Project Arrow scheme of the Department of Posts to the people of Western UP. These post offices now have uniform brand hierarchy and a single window service system to reduce the waiting time for customers.

 

The inauguration function was held at the City  post office, Muzaffarnagar from where the other four post offices were inaugurated through a NIC video link. The other posts offices are at Dhampur (Bijnore),Behat(Saharanpur),Rampur and J P Nagar (Amroha).

It provides information on the functions of the District & subordinate courts & the details about present & former District Judges, Sitting Subordinate Judges, History & functioning of District Court & staff detail. The home page of the website also has important links of Indian Courts, Supreme Court, High Court Allahabad, Nearby High Courts, Law Commission of India, Ministry of Law & Justice, Institute of Judicial Training & Research, Lucknow etc.  To keep track on latest judgments & new events of High court Allahabad, RSS feed is also incorporated on home page. 

Online Summon Delivery & Monitoring System - Muzaffarnagar(UP)

Online Summon Delivery & Monitoring System software has been developed by NIC-Muzaffarnagar.

Technological demonstration of this software was done before Hon’ble Supreme Court Judge Mr. P. Satha Shivam. Hon’ble Judge SC Mr. B.S.Chauhan, Chief Justice of Allahabad High court Mr. F.I. Rebelo, Administrative Judge HC Mr. D.P.Singh & Other dignitaries in an impressive function organized here by district court on 2nd April 2011.

Mr. Pankaj Kumar District Magistrate briefed the shortcomings of manual summon delivery system & advantage of online summon delivery system through power point presentation on Plasma TV.

Chief Justice Allahabad Mr. Rebelo has shown keen interest in the quick summon delivery mechanism used in this software. Supreme Court Judge Mr. Satha Shivam highly appreciated idea used in the software for quick deliveries of summons. He said that this kind of software will help the lower courts in the quick disposal of Cases. Administrative Judge of HC Mr. D.P.Singh lauded the innovative approach of NIC.

Inauguration of Server Room and Judicial Service Center at Muzaffarnagar, Uttar Pradesh

Hon’ble Justice of Supreme Court of India Shri B.S Chauhan inaugurated the automated judicial service center and computer server room at Muzaffarnagar, Uttar Pradesh on 8th December 2012. The occasion was also graced by the presence of Hon’ble Administrative Judge, Registrar of High Court, Allahabad, District Judge Smt. Rama Jain and Bar Associations members. This Judicial Service Center has been set up under the e-Courts prrogramme of NeGP and all technical support was extended by NIC-Muzaffarnagar.

 

 

Judicial Service Centre is a part of e-Courts or District Court Computerization programme wherein all the 32 courts have been connected over LAN. Laptops & training on IT and other aspects of computerization has been imparted to judicial officers and staff of district court, and technical manpower has been posted to provide technical assistance and management of the ICT infrastructure available. It is also expected that soon the district court and jail of Muzaffarnagar will be equipped with the facility of video conferencing.

E-Governance Tableau Display on Republic day by NIC-Muzaffarnagar

Citizens of Muzaffarnagar first time ever witnessed the display of colourful tableau by state government departments and schools on republic day parade at Police line. NIC-Muzaffarnagar showcased two tableau on E-Governance & social evil dowry on Republic day parade. E- Governance tableau of NIC-Muzaffarnagar was adjuged the Best tableau.

LokSabha, Assembly, Panchayat & Local Body Election Duty Computerization:  NIC-Muzaffarnagar has always played a key role during Lok Sabha, Assembley, Panchayat and local body elections. Almost all the election processes like polling personnel deployment; EVM management and random allocation of booths to polling parties have been streamlined. In addition the district center also facilitates and ensures online transmission of counting and result data to th election commission of India, Doordarshan and state election commission at the time of elections.

Transport Office Project (Vahan and Sarathi) – Implementation  of Vahan project at Muzaffarnagar has made the workflow of RTO easy and transparent. Sarathi Module is also ready to be launched very soon. Vahan functions for vehicle registration, fitness and Sarthi for providing smart card driving license. Data from RTO office server is regularly uploaded on state and national refisters via VPN over Broadband Technology.

Smart Card based Driving License application SARTHI launched in Muzaffarnagar - The much-awaited mission mode SARTHI application for issuance of Smart Card based driving licenses (SCDL) scheme was launched in Muzaffarnagar by DM, Muzaffarnagar Shri Surnedra Singh on 9th April 2013 at  Asstt. Regional Transport Office Muzaffarnagar, UP.

After completing the required formalities, such as digital fingers Scanning and digital photograph and digital Signature of DM, the ARTO Shri Jaishankar Tiwari issued the first SCDL of the district to Shri Singh. Senior officials of the district administration Shri Rajesh Srivastava (ADM-FR), Sri Manoj Singh (ADM-E), Dr. Indermani Tripathi (City Magistrate), Sri Gaurav Tyagi (DIO-NIC), Dr. Hemant Gaur (PSA) and Sri Devmani Bharti (ARTO-Enforcement) were also present during this launching function. 

LRC (Land Record computerization) – Land Record Computerization is operational in all 4 Tehsils of the District. The mutation data entry & updation process is going on and new Khataunies created automatically by Bhulekh Software. Computerized copies of ROR are being issued to citizens from Tehsil Offices and JanSeva/Lokvani Kendras of District. Every month tehsil wise BHULEKH data is also uploaded on the state level land records portal (http://bulkeh.up.nic.in). This enables the citizen to check his or her Land record on Internet without the need to run around Tehsil Hqrs for the same.

DM,Muzaffarnagar inaugurated the  the State Portal and eForms Services from Common Service Center, Nairana on 1st August 2012. The State Portal (uponline.up.nic.in) and eForms are developed by NIC UP State Unit. With the launch of eForms, Citizen is now able to get the 26 services of the 8 departments from their nearby CSC/Lokvani Centres.  Similarly DM, Shamli inaugurated the  the State Portal and eForms Services from Common Service Center, Shamli Dehat on same day.

NADRS (National Animal DISEASE REPORTING SYSTEM) = The Ministry of Agriculture has launched NADRS project for Animal Husbandry. A web based online system is designed for the monitoring and surveillance of 143 animal diseases and their control in the country. In all blocks of the district systems have been setup with Internet facility.

E-Payment – E-payment another application of NIC used by all DDO of the district for preparing online pay bills of their employees and other payments. These Bills are accessed by treasury for transferring of salaries into the account of employees directly through e-payment facility developed by NIC UP. Muzaffarnagar stands first in E-payment.

ICT and Training Support 

NIC District Unit provides technical support to other departments in basic computer training, application specific training, implementation, recruitment process, presentation and networking. Realizing that training is essential factor for any computerization effort, time-to-time NIC Muzaffarnagar has been organizing a variety of training programs for the District Authorities

Using the NICNET effectively.

NICNET has become an indispensable means of efficient, reliable and bi-directional information transfer between the District Administration and the state capital. NIC District Center Muzaffarnagar has provided the NICNET communication facility to a wide variety of user departments such as Land Records, Treasury, Agriculture, DRDA, Post Office, District Judge, Information office and DIC.

 

Visitors Management System (VMS) inaugurated at District Jail - Muzaffarnagar

 The VMS software has been successfully implemented at the Muzaffarnagar district jail, which has around 2800 prisoners at present. The VMS Project is being implemented under hardware/manpower/infrastructure support of District Lokwani Society. This software is designed for efficient management and monitoring of visitors who wish to meet the jail inmates.  The system facilitates collection and retrieval of relevant data along with the photographs of visitors and is integrated with the workflow for real time collection of information.

 This software has proved to be effective from security point of view and in implementing the various provisions of the jail manual with respect of visitors meeting to the inmates.

 The system generates MULAKAT/meeting slips with visitor’s photographs printed on them and maintains record of all visits of all visitors. In this process it captures visitor's photo and other details in the computerized system for future reference and investigations, if so required. It is Government to Citizen E-Governance tool.

 

 District Magistrate, Sri Kaushal Raj Sharma (IAS) formally inaugurated the newly constructed dEIiwVj eqykdkrh iphZ d{kz in District Jail premises on 23 Feb 2015. He told the press conference that this computerized system would deter unauthorized visitors and dissuade sneaking of prohibited items into the jail. Mr. Indermani Tripathi,ADM-E, Gaurav Tyagi,DIO, Dr. Hemant Gaur/ADIO and Mr. Inder Prakash, E-DM, Jail Superintendent and Jail staff were present on this occasion.
