BRIEF DESCRIPTION AND OBJECTIVE OF DEPARTMEN
| To maximise productivity as well as production of cane in minimum land area. |
| To supply promising and healthy cane seeds (sets) to farmers. |
| To establish foundation and primary cane nurseries on the fields of progressive farmers. |
| To popularise early varieties which are promising, high yielding and suited to agro-specific conditions and also give better sugar recovery percentage. |
| To supply plant protection chemicals (pesticides) and agriculture implements to cane growers on subsidised rates. |
| To supply chemical fertilizers to cane growers. |
| To facilitate necessary and useful training to cane growers regarding scientific cultivation of sugarcane. |
| To construct inter-village roads for easy movement of sugarcane in the reserved areas of sugar mills. |

A) District Plan : This is State sponsored programme. This includes our types of programme as narrated below :
1. Improved Cane Seed Production and Distribution Scheme :
Under this scheme foundation and primary seed nurseries are sown on farmers field
objective : To provide improved seed to farmers.
Subsidy : General Rs.1000/- hect. SC/ST : Rs. 2000/-
Subsidy : General Rs.500/- hect. SC/ST : Rs. 1000/-
2. Soil and Seed Treatment Programme :
Under this scheme, soil and seed treating pesticides are distributed to farmers on subsidised rates.
Subsidy : From Government : 12.50 percent
From Sugar Mill : 27.50 percent
From Cane Development Council : 10.00 percent
3. Ratoon Management Programme :
Under this scheme, plant protection chemicals/ urea are sprayed on farmers cane fields. Following subsidies are given to farmers :
Subsidy : From Government : 12.50 percent
From Sugar Mill : 27.50 percent
From Cane Development Council : 10.00 percent
Total 50.00 percent
4. Inter-Village Road Construction Programme :
Under this scheme, approach roads are constructed to connect sugar mills with remotest villages.
Objective : To facilitate easy and uninterrupted transport of sugarcane from farmer's fields to sugar mills.
Subsidy : From Government : 50.00 percent
From Cane Development Council : 50.00 percent
B) Centrally Sponsored Scheme :Under this scheme financial resources are made available by both central as well as State Government. This includes following four types of schemes :
1. Field Demonstration : (75:25) Field demonstrations are done on farmer's field as per target. Each demonstration will be for the size 0.5 hectare field.
Subsidy : Rs. 5000 per demonstration.
Objective : To popularise scientifically recommended and most suited agro specific informations regarding varietal selection, fertilizer management, irrigation and plant protection measures etc. amongst farmers.
2. Seed Multiplication :Promising sugarcane varieties are multiplied on progressive farmer's field.
Subsidy : 10 percent of the cost of cultivation or Rs. 2000 per hectare (whichever is less)
Prerequisites :
3. Nursery growers should be progressing farmers having sufficient knowledge about latest agro-practices.
Responsibility :
S.C.D.I., will be responsible for any irregularity in seed multiplication.
Moist and hot air treatment plants are installed in sugar mills/seed corporations or on sugarcane research centres.
Subsidy : Rs. 2.00 Lakh per MHAT plant.
Utility :
Treated seeds are free from pests and diseases and also give better and faster germination.
Herein agricultural implements are supplied to cane growers on subsidised rates.
Subsidy :
b) Bullock drawn implements : 50% of the cost of implements or Rs. 1500 whichever is less
c) Tractor drawn implements : 25% of the cost of implements or Rs. 10000 whichever is less
In this scheme only ISI marked agricultural Implements are supplied to farmers.
Working Units :
In each district cane development department has two working units.
Cooperative Cane Development Unions :
In Muzaffarnagar, these are 10th no. located in different zones as described below :

They are assisted by Board of Directors which is headed by Chairman/Vice Chairman. Board of Directors include elected/Government nominated persons.
Functions of the Society :
Cane cooperative society is governed by U.P. Cane Cooperative Act, 1965 and rules 1968 and its bye laws.
All arrangements in connection with the sowing, sale and supply of cane by cane cooperative societies shall be in accordance with such general or special instructions as may be issued by the Cane Commissioner from time to time.
Payment of Cane Price :
The Occupier of factory shall be liable to pay the cane price of cane purchased by him after fifteen days from the date of delivering the cane to his sugar factory. Latest cane price rate is as under :-
Mill Gate Out Centre
Early Variety Rs. 95/- qtl. Rs. 91/- qtl. Crushing Season 2000-2001.
General Variety Rs. 90/- qtl. Rs. 86/- qtl. Crushing Season 2000-2001.
The owner of the factory or any other person competent in that behalf enters into an agreement with a bank under which the bank agrees to give advance to him on the security of sugar produced or to be produced in the factory, the said owner shall provide in such agreement that a (percentage, called "tagging percentage",) of the total amount of advance shall be set apart for repayment to cane growers or their cooperative societies on account of price of sugarcane purchased or to be purchased for the factory during the current crushing season and interest there on and such societies commission in respect there of.
As per latest instruction, 85 percent tagging is fixed by the Cane Commissioner of U.P.
Commission on Purchase of Cane :
Where the purchase of cane is made through cane cooperative society, the commission of cane purchase shall be paid by the Occupier/Owner of the factory. Out of total commission seventy five percent shall be payable to the society and twenty five percent to the Council.
As per latest instruction given by the State Government, the rate of commission on purchase of cane will be as under :
Rs. 1.08 per quintal of sugarcane. (For Crushing Season : 2000-2001)
Declaration of Reserved Area and Assigned Area :
1. Without prejudice to any order made under Clause (d) of sub-section (2) of section 16 of the U.P. Sugarcane (Regulation of supply and purchase) Act, 1953, the Cane Commissioner may after consulting the factory and cane-growers Cooperative Society in the manner to be prescribed.
for the purposes of the supply of cane to a factory in accordance with the provisions of section 16 during (one or more crushing season) and may likewise at any time cancel such order or alter the boundaries of an area so reserved or assigned.
Cane Development Councils :
These are semi-government bodies and are entrusted with the task of developmental activities in reserved area of sugar mills. In Muzaffarnagar, these are eight in number as described below :

04. Cane Development Council, Titawi
05. Cane Development Council, Mansoorpur
06. Cane Development Council, Ramraj
07. Cane Development Council, Morna

Functions of the Council :

Council Fund :
It shall consist of :
a) grants, if any made by the State Government.
b) contributions made by the sugar factories and cane growers cooperative societies.
c) any other sums, which the State Government provides to it.
