MOVEMENT IN MUZAFFARNAGAR
The co-operative movement in Muzaffarnagar is one of the best movement in U.P. All the co-operative societies are autonomous bodies and registered under U.P. Co-operative Societies Act. There are three type of societies viz. Apex, Central & Primary. All the societies are auditable and the audit is done by the Co operative Audit Department. In the district head of the co operative department is Assistant Registrar Co-operative Societies whose office is on the 3rd floor of Vikas Bhawan and the phone Number is 3095617. To assist him there are A.D.C.O's at the Tehsil level and A.D.O.'s at Block level.
In
the district there are two institution of Apex level. There Head office is at Lucknow.
P.C.F. having one branch and L.D.B. having 07 branches. This way Apex institution has a
two tear system. There are three central societies. D.C.B. having 39 branches, D.C.D.F and
Central Consumer Store. All the Central societies have their Head office at Muzaffarnagar.
In the category of Primary society there are 96 PACS, 26 cooperative unions, 4 marketing
societies, 21 farming societies, 70 salary earners co-operative societies, 3 urban
co-operative banks, 7 labour contract societies, 27 consumer stores and 57 other different
type of societies. Total number of primary societies is 311. Out of these primary
societies 124 societies are defunct because of various reasons whose
revival/liquidation/Registration cancellation process is in progress. Head office of every
such society is within its prescribed area of operation within the district.
All the societies are
headed by the president who is elected by the directors of that particular society and
each director is elected by members/delegates of a particular, constituency. All the
directors of a society constitute Board of directors i.e. called the committee of
management. The whole election process is by secret ballot. This way the structure of the
co-operative societies is purely on the democratic pattern. The supreme power of each
society vest in its Annual General Body. The term of the committee of management is 5
years and the delegate is elected for a term till than the new delegate is not elected.
Each member has right of vote and each member gets dividend upto 20% on the shares which
he has purchased from the society of which he is a member. Dividend is also declared on
the share of the Government. Chief Executive of every co-operative society is its
Secretary/Managing Director.
The main principles of the
co-operative are open & voluntary membership, democratic member control. Financial
Participation of the member. The main object of the co-operative movement is to abolish
the mediators and all round upliftment of its members. Prince control and increase of
agriculture production.
DISTRICT CO-OPERATIVE BANK
LTD., MUZAFFARNAGAR (D.C.B.)
D.C.B. is one of the oldest
central co-operative Bank in U.P. It was registered in the year 1927 with registration
number 25. Its head office is at Court Road, Muzaffarnagar. The Chief Executive of the
Bank is Secretary/General Manager. Phone number are 2400748/2403684 and 2420874. This
Central society is performing banking business by virtue of banking license from Reserve
Bank of India. There is no difference between a cooperative Bank and Commercial Bank as
regards working and other features. D.C.B. is providing all sorts of banking facilities.
This bank has locker facility in almost in its 39 branches which are located in various
rural and urban areas of the district.
The main function of the bank is to collect various types of deposits on a hire rate of interest than commercial banks. Bank provides various types of loans to the members of the societies through member societies. D.C.B. is financing loan to 14 co-operative cane unions viz. Rohana, shamli, Khatauli, Ramraj, Budhana, Mansoorpur, Sakoti, Ramala, Muzaffarnagar, Deoband, Nanauta, Morna, Thanabhawan and UN. The sanctioned limit is Rs. 6183.00 lacs. Besides it bank is providing sugar finance to 5 sugar factories viz. The Ganga Kisan Chini Mill, Morna, Bagpat Co-operative Sugar Mill, Ramala Sugar Mill, M/s. Tikola Sugar Mills, M/s Mansoorpur Sugar Mills for proposed for existing season is 93.00 crores. Apart from it bank is financing various diversified schemes.

DISTRICT CO-OPERATIVBE DEVELOPMENT FEDERATION LTD. (D.C.D.F.)
D.C.D.F. was registered in the year 1943 with
registration number 279 as a Central Society. Its office is in the Zila Parishad Market on
a rented building.
This society is doing
fertilizer ware housing & transportation to various sale points, running Indane Gas
Agency in the name of COPFED, having a cold storage of 2000 MT capacity at Meerut Road
Near Soojru Chungi, Printing Press with OFFSET machine at Zila Parishad market, Consumer
Shop at Gole Market, Muzaffarnagar. IN the Cold Store, storage is done only of Potato. The
rates of storage are less than all the cold stores in the district. The annual turn over
is 2.00 crore and the institution is running in huge profit.
PROVINCIAL CO-OPERATIVE
FEDERATION LTD. (P.C.F.)
P.C.F. is an apex society having its branch at
Circular Road, Muzaffarnagar on its own building with adequate capacity of Buffer Godown.
Phone Number is 2409437 and incharge of the office is district manager. The main function
of P.C.F. is were housing of various brands of fertilizer seeds, supply of fertilizer,
seeds, pesticides & insecticides to various sale points situated in various rural and
urban areas of the district. Apart from it PCF does wheat & paddy purchase through
various primary co-operative societies under procurement scheme. Sugar transportation to
various districts. Where PCF is doing sugar handling business from nearby sugar factories.
U.P. SAHKARI GRAMYA VIKAS
BANK LTD. (L.D.B.)
This bank is an apex society working as a bank
for the distribution of long term loan having its head office at Lucknow. There are 07
branches of this bank in the district viz, at Muzaffarnagar (Moti Mahal) Jansath,

PRIMARY AGRICULTURE
CO-OPERATIVE SOCIETIES (PACS)
The main object of such type of societies is
distribution of crop loan in cash & kind (Fertilizer, other agriculture inputs and
consumer goods) collection of deposit through mini banks. In the district 94 PACs are
functioning in 14 blocks and 5 Tehsils (there location is given under) having 311222
members. About 49% of the total sale of fertilizer in the district is through
co-operative societies. Total number of mini banks in the district is 45. Scale of finance
for short term loan to its members is Rs. 4100 in component 'A' and 4100 in component 'B'
per acre. The maximum borrowing limit of a member is Rs. 60,000/- out of which Rs.
30,000/- as 'A' and Rs. 30,000/- as 'B' Above this limit a member may borrow with the
prior approval of the Registrar Co-operative societies, Rate of interests is as follows:
